This is a thin filler for that step in the Bachmann On30 2-6-0 smokebox, I know the step matches the prototype of the loco, but the step has annoyed me for 20+ years. You need to trim off the raised detail for the pilot braces, but the filler fits over the existing rivets so they can be left alone.
It is also shown with the smokestack (SJP.Ax22), dome fillers (SJP.Ax24), steam dome (SJP.Ax30), sand dome, (SJP.Ax31) and Cab (SJP-CB01b)
